Performance Management(PM) is an indispensable part of Human Resource Management(HRM), which attracts a wide attention both from business and academic fields. As a clean energy enterprise, like many others in China, SOS Co. Ltd faces with fierce competition. Therefore, it is imperative for this company to advance its core competitiveness and establish an effective PM system with the purposes of guaranteeing its fulfillment of development, function and operation strategies by making the most of the available sources.Based on the related theories of PM, this thesis first adopts several research methods like investigation, case study, literature research method etc., to build a theoretical foundation on account of the current PM system of SOS Co., LTD through reflecting on basic theories of PM, such as the basic framework, methods and related conceptions. And then, it deeply analyzes the basic conditions, constructions and its operation status as well as the problems facing SOS Co., LTD currently, namely, the ineffective application of performance results, unscientific performance index system and the incompleteness of PM system., which lead to the fail of the successful integration of theory with practice. Lastly, this study demonstrates the vital elements of the PM system based on balanced score card and the status quo of SOS Co., LTD, such as learning and growth, customers, internal process, finance and so on, with a newly designed framework of PM system for the sake of group optimization, i.e. to gradually decompose its group development strategies to be indicators of its sections and positions in fulfilling the union of strategic target, performance index and staff.PM of an enterprise is a complicated dynamic process, which is closely related to the development of an enterprise whether it is realized or not and it is no use to test the performance just for the sake of testing. Therefore, in order to fully exert the function of PM and improve enterprise performance in realizing strategic target, study on enhancing enterprise internal PM system and its working process must be conducted. In line with the existing problems of an enterprise PM system either in general or individual aspects, this thesis demonstrates measures on design and implementation of a new PM system conformed with enterprises’ own characteristics and strategic planning, which, moreover, is an innovative point of this thesis that the optimal countermeasures are elaborated upon in accordance with PM practice of SOS Co., LTD.
