In 21st century, the economic development mode of Chinese society has greatly changed. Although the competition between enterprises is more diversified with the economy becoming more globalized after accessing to the WTO, the enterprise core competition still is human resources competition. The paper focuses on improving the competitiveness of enterprises by the applications of performance evaluation to promote the level of human resource management. As an example, the performance assessment of Commercial Bank was discussed.The most significant characteristics of commercial banks are the obvious difference between the fixed cost and variable cost of anv financial products. For the input of any financial products or services of banks, besides the actual capital of the product, the cost of human resources investment is more important which includes the input of bank staffs’ knowledge and skills. It has been a great progress in the field of human resource management, but due to the inherent lag management mechanism and system, there still are many problems. For example, the inefficiency of salary management system, the failure of reflection of employees’personal value, the serious brain drain phenomenon, and the difficulties of realizing the enterprise strategic target. To solve these problems, we use the performance evaluation, which provide comprehensive information for supporting and decision-making evidence for the human resource management, such as the post setting, personal recruitment, personal adjustments, award and punishment. So there have a double win situation for both the individual and the organization, i.e. individual performance and organizational performance, and individual development goals and organization strategic objectives.Based on the previous paragraph, GT Bank of Taiyuan is a representative joint-stock commercial bank, and also exists a series problems as those in other state-owned commercial banks. By analyzing the present situation of the performance evaluation system and the existing problems of GT Bank of Taiyuan, I will use the Balanced Score card as a tool to optimize the performance evaluation system. In the process of research on optimizing the performance evaluation system, by selecting the development strategy of GT bank of Taiyuan as the research starting point, I will focus on four aspects of the balanced score card framework:performance assessment system, basic preparation, early-stage development and safeguard measures, then comprehensively optimization and innovation based on the original GT bank of Taiyuan performance evaluation system. The goal includes realizing the organic integration of Balanced Scorecard performance evaluation system and human resources management system, achieving three management objectives about the convergence of the valuation and development perspective as well asstrategic direction of the branch and the staff. To enhance the core competitiveness of banks, achieve the strategic objective of the bank steadily, and promote the continuous development GT bank of Taiyuan, some key points need to be notified, such as stimulating the potential of the staff, retaining good employees, improving passionate of employees on innovation and creation on new financial products.
