Guangzhou talent exchange center,as a regional talent agency,is the bond between the enterprise and the talent,our product is service.With the further reform of state-owned enterprises in Guangzhou,an important task is to establish a team with cohesion and effectiveness,and the practice proves that the implementation of the performance appraisal,employee performance and compensation,can effectively mobilize the enthusiasm of the staff.Because of the current performance appraisal of Guangzhou Talent Exchange Center staff of the imperfect system,assessment work has not achieved the expected effect,so the author has carried out the optimization design research of Guangzhou Talent Exchange Center staff performance appraisal system.By consulting the performance appraisal references,the author systematically studies performance appraisal theory and method.Through the staff performance appraisal satisfaction survey,the author finds out the prominent problems in the preparation,evaluation,application and implementation of the follow-up improvement process,and make the analysis of the causes.According to the actual situation of the center,using the Balanced Scorecard to optimize the design of employee performance appraisal system,key performance indicators are determined according to the centre for strategic objectives.Performance appraisal not only reflects the staff actual performance ability,but also ensures the center to achieve strategic objectives.In the process of operation assessment tools and methods applicable to the center are adopted.The weight factor in the index weight distribution analysis method is used in the appraisal process,and also behavioral anchored rating scales,360 degree evaluation method and key events method.In the result of the assessment sorting and forced distribution method is adopted.The optimization of the staff performance appraisal system can combine individual efforts and the strategic goal of the center.The appraisal methods are more scientific,and the evaluation result can objectively reflect the actual performance and working attitude of the staff.
