In recent years,the housing accumulation fund system has been widely established,Chinese government began to attach importance to the running situation of the housing accumulation fund system. Jinzhong formally established housing accumulation fund system in 1992. In the past development,housing accumulation fund effectively supported housing consumption and promote the development of Jinzhong real estate, had made a great contribution to improving the living conditions of Jinzhong residents. However, with the continuous development of economy in recent years,the continuous adjustment of the rising prices and policies,problems of Jinzhong housing accumulation fund system’s operation began to emerge, not only existing a low use rate and other issues, as well as financial security potential risks.This paper in Jinzhong City of Shanxi Province as an example,on housing accumulation fund performance,Jinzhong City Government formulated relevant policies provide the basis and for Jinzhong City housing accumulation fund center optimization management mechanism to provide help,make policies and management mechanisms for the organic integration of,and promote the healthy development of Jinzhong City housing accumulation fund. At the same time,can make the healthy development of housing accumulation fund, to play a more powerful housing security functions.In this paper,operation of Jinzhong housing accumulation fund was taken as main object,establishing an evaluation index system of operational performance of housing accumulation fund according to relevant theories,which contains high efficiency index,safety index and profit-makeing index.This study using literature research method and qualitative & quantitative analysising method,introduced the running status of Jinzhong housing accumulation fund and made descriptive analysis. Overall,fund deposit,withdrawal amount and the amount of value-added benefits of Jinzhong housing accumulation showed a rising trend year by year,but the operation condition of the Department of management was poor. Making a comprehensive evaluation and comparison by entropy method to the operation performance of Jinzhong housing accumulation fund from 2010 to 2014,conducting a comprehensive evaluation and horizontal comparison to the overall operation performance at the end of 2014,the results showed that Jinzhong city housing accumulation fund run best in 2014,the perfommance of the Department of management was best durning the 13 management departments.Through the contrasts with withdrawal rate,loan rate and the amount of value-added benefits of Shanxi housing accumulation fund,it can be found that Jinzhong housing accumulation fund withdrawal rate and loan rates were low,coupled with a high rate of late,all these problems affect the operation performance of Jinzhong city housing accumulation fund the amount of value-added benefits needs to be improved. Finally,from the expand coverage,increase the use rate and expand the value-added revenue channels,strengthening of the housing accumulation fund implementation effect on problems existing in the housing accumulation fund of Jinzhong City corresponding suggestions,hope can provide a reference to improve the Jinzhong City housing accumulation fund performance.
