In the context of the monetization reform of the housing system,the establishment of a market economy,and the need to establish housing credit to meet the supply and demand funds for housing consumption,the housing accumulation fund system was first introduced in Shanghai in 1991,and it has been more than 20 years.Shandong Province began to establish a housing provident fund in 1992.It has contributed to the promotion of urban residents' living standards and the promotion of regional economy and real estate development.However,with the end of 30 years of rapid economic growth in China,the economy has entered a "new normal".Due to historical and practical reasons,the housing provident fund also exposed problems such as narrow coverage,insufficient fairness,low usage rate,and imperfect laws.In the past,the evaluation of the housing provident fund often made a qualitative or quantitative evaluation of a part of it,and it only reflected the corner of the performance of the housing provident fund.Based on the relevant research results of scholars and the actual situation of Shandong Province,this paper comprehensively evaluates the performance of housing provident fund in Shandong Province from the aspects of policy and operation,including the combination of qualitative and quantitative methods,covering the policy effectiveness of housing provident fund.The policy fairness and the efficiency of the system itself are multi-angled.On the basis of combing the previous research results and expounding the relevant theories of housing provident fund,this paper firstly sorts out the historical context and development status of Shandong housing accumulation fund through text and data analysis.Secondly,combined with the actual construction of the housing provident fund performance evaluation index system in Shandong Province,according to the government's public data and questionnaires to evaluate the performance of Shandong's housing provident fund,including the policy and operation of the two major sections,a total of 26 indicators.Policy performance has policy effectiveness and fairness evaluation,policy effectiveness is subdivided into policy effects and policy adequacy evaluation,and whether the housing provident fund can effectively promote the improvement of urban residents' living standards;fairness is determined by opportunities,processes and outcomes.The three parts of the fair evaluation are used to evaluate the fairness between the target groups in the policy implementation process.The operational performance is highly efficient,safe and profitable.It evaluates whether the Shandong Housing Provident Fund has good operating efficiency.In addition,data is collected through the issuance of questionnaires,which are reflected in the analysis of fairness and problem causes.Finally,according to the results of performance evaluation,it can be found that the housing accumulation fund in Shandong Province plays a certain role in improving the living level of urban residents,and the efficiency of the system has also improved.However,there are also problems such as frequent fluctuations in performance,lack of fairness,and pressure on operations..Furthermore,it proposes to establish a long-term mechanism based on the positioning of the housing provident fund,improve the housing provident fund performance evaluation system related to performance and objectives,expand coverage through legislation and law to improve opportunity fairness,and make the contribution ratio and base number formulation and implementation.In order to improve the fairness of the process and adjust the relevant provisions of the use of housing provident fund to improve the fairness of results and broaden the investment channels of the housing provident fund to achieve sustainable development and other improvements.
