Evaluation And Research On The Operation Effect Of Housing Provident Fund In WuHan City

With the rapid development of China's economy,premier Zhu Rongji,who served as prime minister in the 1990 s,made full use of Singapore's central provident fund system to conduct pilot projects in Shanghai.After that,China followed the pace of housing reform of the CPC central Committee,and gradually followed suit,and established a local housing provident fund management agencies.At the beginning of the establishment of housing accumulation fund in China,the housing policy in China is changing from the state welfare housing distribution system to the monetary control of the housing market.this change of housing accumulation fund in China has a positive effect during this period.However,with the rapid development of China's economy,the sustained and substantial growth of housing prices,China's housing policy changes,housing provident fund also gradually exposed a lot of problems.Especially in recent years,the operating efficiency of housing provident fund is also deeply affected to some extent.The operation efficiency of housing provident fund has also aroused the attention of the academic community,and there will be a lot of research results for reference.This paper will take Wuhan city as an example,based on previous scholars' research results and related theories,combined with the specific data of housing provident fund management in Wuhan city,select certain evaluation indicators to establish a four-dimensional framework system to evaluate the effectiveness of housing provident fund system in Wuhan city.This paper sets up four first-level index system for Wuhan housing provident fund operation from four aspects of fairness,efficiency,sustainability and supply-demand relationship,and reveals some problems existing in the operation of Wuhan housing provident fund: unfair mechanism,unfair rules and results of housing provident fund.Housing provident fund extraction rate,loan rate,utilization rate and utilization rate,to a certain extent,has the instability.Housing provident fund has low safety,liquidity andprofit;Housing provident fund supply and demand is not balanced.In this paper,through the scientific research and exploration of these problems and phenomena,analysis of the causes of these phenomena,finally,from the purpose of clarifying the existence of provident fund,the establishment of provident fund related policies and regulations,in order to make housing provident fund better,in the measurement of provident fund to improve,so as to stimulate the efficiency of housing provident fund in Wuhan.
