Since Shanghai introduced the housing provident fund on the basis of the Singapore central provident fund in 1991,the housing accumulation fund system of our country has opened the curtain.After more than 20 years of development,housing provident fund provides an effective way for low-income groups in China to solve the housing problem.Housing accumulation fund in the past in China we will accelerate reform of the housing allocation monetization,increasing the housing supply,addressing the housing problems of residents and promote the development of housing finance and support the low-rent housing construction has played a positive role.The public accumulation fund for housing construction in the future whether conforms to our country urbanization and urban-rural integration reform as a whole,the need to constantly adjust the direction of China's housing accumulation fund system,promote the reform of housing accumulation fund,realize the dream of "have a house".Taiyuan established the housing provident fund system in 1992 and established taiyuan housing fund management center in 2003.This article main research content of taiyuan city is the running performance of housing accumulation fund,including taiyuan city housing accumulation fund capture puts,use and value-added benefits of specific circumstances,by analyzing the data of recent years to the development of the performance.Taiyuan,has been generally smooth and effective operation of housing accumulation fund performance,but the eastern city of development relative lag,there are some problems,such as the base to expand outstanding don't pay,any happen from time to tome,loan constraints,low utilization rate loan,the value more pressure,etc.,these problems will be growing with the development of housing accumulation fund.This article from the perspective of taiyuan city housing accumulation fund performance evaluation,selected the pay level,use level,risk level,value-added income level,level five indexes such as value-added income distribution level,current yearcapture puts the forehead,using index of 19 2 class,the value-added benefits,etc.Innovative use of analytic hierarchy process(ahp)and fuzzy comprehensive evaluation method to determine the important degree of each index and taiyuan city needs to improve performance of housing accumulation fund,and then puts forward the Suggestions for the improvement of housing accumulation fund performance: including extend the coverage of the housing accumulation fund system,innovation of housing accumulation fund capture puts registration and management,give low-income preferential policy,relying on the Internet to improve BianMinHua,promote housing accumulation fund loan securitization,and optimize the personal housing loan of housing accumulation fund,investment bank deposits,bonds,etc.
