Exploration Of Housing Provident Fund Development

Clothing,food,housing and transportation are the most basic human conditions to survival.Housing is regarded as equally important issue in human's life compared with food and clothing.Meanwhile,the real estate industry as a pillar industry of China's economy currently plays an irreplaceable role on our society and economy.Due to the current high price of real estate,purchasing house is very stressful for citizens,so it is particularly critical to establish and improve Housing Provident Fund system.With the reform of urban housing system,housing distribution was replaced by currency allocation.Housing Provident Fund system emerged as the core of our housing finance system.After nearly 20 years development,China's housing fund system has made some achievements in solving housing problems and promoting economic development,but the exposed issue cannot be ignored.Whether from the development of the system itself,or from the perspective of the national economy,the research of main problems and future development direction in current Housing Provident Fund has very important value.This paper is divided into five parts.The first part is the introduction.It includes the background and significance of the research,while some summary and elaboration of foreign and domestic scholars' currently research results.Finally,it introduces innovation of this paper.The second part,the theoretical basis of Housing Provident Fund was established,including the concept of housing fund,objectives and effect,nature of the system itself,as well as the mutual aid system and forced savings theory involve Housing Provident Fund.The third part will be analyzed history and current development of the fund,including the aspects of fund administration,fund raising,operations,management,and supervision.Then,this part will give an introduction of the Housing Provident Fund system in Tianjin,which finds the problem using the data analysis.The fourth part focuses on the three representative countries which has successful experiences in terms of housing security,provide a reference for the development of China's Housing Provident Fund system.Part 6th is on an in-depth exploration of improving our Housing Provident Fund system,draws the final conclusion.
