Datong City Housing Provident Fund Performance Evaluation

Datong on 1995 formally established the housing provident fund system,until the end of 2016,housing provident fund system,had been,to a certain extent,solving the housing problem of low-income families,improve the level of urban residents housing,play the role of housing security,and promote the development of the real estate industry in Datong.However,because of the housing provident fund system is too young,the continuous development of economy and the real estate prices continue to rise,the rapid updating of policy and other reasons,Datong housing provident fund still existing many problems like the narrow coverage,precipitation funds,lack of investment channels,legal supervision system is not perfect and so on.This paper takes Datong in Shanxi Province as an example,carries out the research on the operating situation of Datong housing provident fund,based in Shanxi province11 prefecture level city housing provident fund management center released the annual housing provident fund report,on the basis of previous studies,selected efficiency,profit and safety of three major categories and 14 indices,constructed the scientific and comprehensive evaluation index system of Datong housing provident fund performance.This paper using the entropy method of objective analysis analyzes and evaluates the lateral housing provident fund performance level and comparison of 10 cities and Datong of Shanxi province.In the first place,on the basis of 2012-2015 Datong housing provident fund data,Datong housing provident fund management center do the best in improving the efficiency of the housing fund operation,do the worst in terms of security.Besides,in the aspect of horizontal analysis,this paper mainly evaluates and analyzes the performance of the housing accumulation fund in 11 prefecture level cities in Shanxi Province in the year of 2015,the results show that Datong housing provident fund in the performance of the best performance,in terms of security is unsatisfactory.Once more,compared with the city,which housing provident fund run well,the extraction efficiency,the use efficiency,loan amount and the value-added income growth rate of Datong housing provident fund is relatively low,at the same time,because of the reasons of deposit balances,individual housing loans,individual housing loans overdue rate is too high,the Datong housing provident fund has poor performance.Finally,this paper puts forward some suggestions about enlarging the coverage,improving the use efficiency,expanding the channel of investment income,and perfecting the supervision system.I hope this suggestions could improve the operation performance of Datong housingprovident fund.
