A Research On The Export Inspection And Supervision Of Dangerous Goods

Since the export inspection and supervision of dangerous goods was implemented by law in china,1985, all those inspection and supervision departments, big or small, have been thinking and exploring the direction and road of the development of it. However, on the one hand, the dangerous goods exports within its boundary increased quickly with the rapid development of local economy. On the other hand, the requirements set up by foreign supervision department on Chinese goods became stricter and stricter. All of this has brought serious challenges to the export inspection and supervision of dangerous goods. After entering the new century, many things can’t adapt to the actual requirements, including China’s traditional allocation of administrative resources, inspection and supervision mode, construction of credit system and legal system, and other various aspects.In this paper, the author tries to use "the government regulation of public interest theory", "public goods theory" and "lemon market theory" and other related basic theories to guide the research, takes Z entry-exit inspection and quarantine bureau and its work in export inspection and supervision of dangerous goods as the background, and analyzes the main problems existing in the work——administrative allocation of resources can’t meet the rapid growth of export business within its boundary, the current inspection and supervision mode can’t adapt to the various changes in the situation of dangerous goods export, the construction of credit system can’t follow the development pace of electronic supervision system, the construction of department legal system can’t meet the actual requirements base on its administrative functions, and so on. And the causes of these main problems will be analyzed, targeted strategies and suggestions will be given as follows:driving the reform of inspection and supervision mode through shifting inspection and supervision thinking, strengthening the ability of inspection and supervision, promoting the improvement and application of the enterprise credit system comprehensively, introducing the hierarchical management system for export enterprises and dangerous goods tentatively, guiding the third party inspection institutions to play a role in the market actively, reengineering the process of dangerous goods export inspection and supervision, etc.
