Dangerous cargo involves inflammable,explosive,toxic and pernicious materials which has something to do with people's property and environment safety.The packaging of dangerous cargo is considered as the important security of transportation,storage and application of dangerous cargo.There is relatively strict regulation about the packaging of dangerous cargo in international trade.Inspection and Quarantine Organization is bestowed the right by the law Import and Export Commodity Examination of the People's Republic of China to examine and supervise exporting dangerous cargo.Their duty involves many supervision points including security,health and environmental protection,which is one of the core business of exit and entry of examination and supervision jobs.Inspection and Quarantine Organizations of all regions mainly adopt traditional patch examination and sample examination with the assistance of short-termed reorganizing actions for a long time.However,this kind of focus on examination and light in supervision pay most attention to guard after examination,which is greatly confined by the traditional quality scale mode lacking of resource allocation like staff.However,developed countries have established risk management system with chemical management department to conduct effective supervision.Therefore,domestic traditional supervision mode can't adapt the big background that lows the harmful risk for human health and environment during the life circle of dangerous cargo.Based on theories of security management,risk management,quality management and management,combining with concrete security supervision in work practice,this essay deeply analyzes the existing problems in current packaging,examination and supervision of exporting dangerous cargo.This essay conducts evaluation of layering,quantity and science on security risk of packaging,examination and supervision of exporting dangerous cargo by means of the analytic hierarchy process of the combination of quality and quantity.This essay analyzes and organizes 12 items security risk factors relative with enterprise security credit risk factors,and it defines the weight of all factors and defines the emphasis of examination and supervision.This essay puts forward a new plan for operation process of packaging,examination and supervision of exporting dangerous cargo in Gansu.It applies the quantized comprehensive index of risk evaluation into the classification of enterprise,and it also establishes evaluation form of classified enterprise of packaging exporting dangerous cargo in Gansu province in order to overcome the disadvantage of current mode.At last,it tests its validity and practicability by means of the practical application of a certain enterprise of packaging exporting dangerous cargo in Gansu province.This essay conducts helpful exploration of perfecting the mode of packaging,examination and supervision of exporting dangerous cargo in our country.Besides,it helps Inspection and Quarantine Organizations to perform the security and service duty.
