Research Of Electronic Supervision About Export Goods Quality In Guangdong Entry-exit Inspection And Quarantine Bureau

With the rapid development of China’s import and export trade and the higherrequirement of international market, it has put forward higher requirements for quarantineinspection service of export goods. Especially in foreign trade province of Guangdong,1/8ofthe national inspection and quarantine personnel bear1/3of the volume of China’s exportgoods. Thus the important research content of the port supervision is the arduous task, theobvious contradiction of regulatory, the reform of export regulatory mode and the rationalallocation of resources.In order to solve the serious contradiction of the heavy workload and shortage personnelof the Guangdong Bureau of Inspection and Quarantine, it must improve the customsclearance efficiency and strengthen the supervision of the quality of export products at thesame time. Moreover, with the use of total quality management theory and modern scienceand technology, especially IT development, the establishment of electronic monitoring systemof export goods will provide strong support for the reform of the inspection and quarantinesupervision and administration mode.In this thesis, based on the research of Guangdong electronic supervision of export goodsquality, it’ll analyze the export status in China and the cause of the problem, sum up theproblems in the process of the existing regulation of goods, research and learn the advancedmanagement and standards from the developed countries of the export goods, propose theimprovement measure combing with the actual situation of the exports in Guangdong, andprovide a theoretical basis and practical experience for the full realization of the export ofelectronic goods. In addition, from the deep analysis and detailed introduction of theexamples about the electronic monitoring system in Guangdong Entry-Exit Inspection andQuarantine Bureau, it sums up the core management methods and concepts to supply valuableexperience for China’s exports of electronic monitoring system and to improve the electronicmonitoring of data platform. This paper introduces the content and objectives of the electronicmonitoring system based on the total quality management and control theory, used thescientific and conformity assessment method, as a means of modern electronic information technology to establish the whole quality control to the production process, which forms theinspection and quarantine networks on the product quality and high efficiency. It achieves thewhole process of internal quality data collection, warning in advance, analysis, correction,retrospective, and data sharing for enterprise quality management, statistical and qualityanalysis, remote management and business activities to provide strong technical support.According to the research of the Guangdong Bureau of Export electronic monitoringsystem, this thesis points that export goods quality electronic monitoring system focuses onthe supervision of product quality data in the product source and process,so that quantifies the quality control requirements of the key points of elements and sciencegate-keeping. But because of the matching policy lag and lack funds of the R&D investment,the Guangdong Bureau export quality electronic supervision system has seriously hamperedthe subsequent development of the electronic monitoring of the quality of export goods.
