The Reform And Exploration Of Hebei Inspection And Quarantine Bureau’s Inspection And Supervision Modeunder The New Situation

On November 9 to 12, 2013, the held of The Third Plenary Session of the eighteen Central Committee was a prelude to a new round of the reform of the Chinese government. The plenary session in view of the current domestic economic development situation, proposed the requirements to adhere to the rules of the world trade system,to adhere to the bilateral, multilateral, regional and sub regional cooperation and opening up,to speed up the system reform of market access, supervision of the customs, inspection and quarantine management. On October 20 to 23, 2014, The Fourth Plenary Session of the eighteen Central Committee put forward the strategic goal of ‘building the rule of Chinese’, which was the new connotation for the construction quality inspection.By carrying out strict inspection and quarantine for entry-exit personnel, goods, transportation tools and so on, Hebei Inspection and Quarantine Bureau are playing a more and more important role in defending the country, promoting economic and promoting the social development. Which is the urgent problem placed in front of Hebei Inspection and Quarantine Bureau? That is to deepen the reform with the rest of the world and give full play to their own information, technology and talent advantages, to further enhance the effectiveness of inspection and quarantine service and promote the healthy development of foreign trade.Therefore Hebei Inspection and Quarantine Bureau have carried out a series of innovation model of inspection and supervision to improve the effectiveness. But the road of reform is not flat. What’s more, the results of the reform can not be accomplished at one stroke. It is worth us thinking deeply that there are still some problems in road of deepening the reform. In this situation, the writer carried out the study of ‘ The reform and exploration of Hebei Inspection and Quarantine Bureau’s inspection and supervision mode under the new situation’.This article has discussed from five aspects on Hebei Inspection and Quarantine Bureau’s basic mechanism, the new situation, a series of reforms under the new situation, the problems and the solutions. The first chapter introduces the origin and development, institutional settings and the role of Hebei Inspection and Quarantine Bureau. The second chapter analyzes the new situation that Hebei Inspection and Quarantine Bureau faced with, from two aspects of the domestic and international inspection and supervision models. The third chapter summarizes the significant exploration attempts from 2013 to 2014 on five aspects such as the deepening of classified management pattern,strengthen risk management analysis, on-line operation of electronic supervision system, exploration of "export repeater" customs clearance mode, promoting the construction of quality safety demonstration area of export. The fourth chapter excavates the problems existing in Hebei Inspection and Quarantine Bureau’s reform, such as stressing on the gatekeeper function too much, backward standardization system construction, the existence of loopholes in supervision of enterprises, the lack of effective communication with other regions and departments and so on. The fifth chapter puts forward some measures and suggestions to solve the above problems on four aspects of concept, science, mechanism and pattern. We should abandon some inopportune practices and implement a series of practical innovations. Finally,we can create Hebei Inspection and Quarantine Bureau into a‘service type’,‘science and technology’, ‘responsibility’, and ‘efficiency’team.
