Thoughts On China's Inspection And Quarantine Supervision Reform

With the accelerating process of international economic integration,the frequency of international trade gradually accelerated,goods' inspection and quarantine have become an important part of it.The reason is that inspection and quarantine play an important role in ensuring the health and safety of human lives,the safety of animals,plants and environment,the fair competition of trade and safeguarding the legitimate rights and interests of all parties.However,with the rapid developing of economic globalization and trade liberalization,the inspection and quarantine system also need to reform by its own correspondly.Some shortcomings of current inspection and supervision model of China have been gradually exposed: the unreasonable setting of inspection model,the imperfection of the system and the unsatisfactory to the requirement of promoting the international trade and etc.,which requires us to actively explore and establish a new type of import and export commodity inspection and supervision model.Based on relevant references at home and abroad and my own work experiences,this thesis focuses on the theory and legal basis of the inspection and quarantine supervision model,the present situation and the deficiency of it and drawing lessons from advanced experiences of foreign countries,combining with the actual situation of our country,analyzing and exploring the reform of supervision model from such three aspects as strengthening e-commerce supervision,the implementation of risk management model,providing technical trade measures services.
