Since the 1970 s, faced with the financial and social difficulties, the governments had begun a campaign for government reform, named new public management. As the important part of the new public management movement experience, performance management had been gradually applied to the reform of the government, and put forward the concept of government performance management. The new performance management mode and management procedures were applied in the government performance management. Since the new century, the Party Central Committee and the State Council made a series of demands on government performance management. The eighteen Party Congress put forward the suggestions of innovating the administrative management manner, improving the government’s credibility and execution, promoting government performance management. As an important national economic law enforcement management, practicing performance management is an urgent need to adapt to the trend of government management reform.In 2014, the State Administration of Taxation began to carry out performance management in the national tax system. Duing to the environment and conditions, the grassroots tax departments are facing with many difficulties in this process. Therefore, it is necessary to discuss the performance management problems of the grass-roots tax department.The first part mainly discusses the background, domestic and foreign literature review, research ideas and content, research methods and the innovation of research. The second part introduces the related concept and theoretical foundation of performance management, laying a theoretical basis for further study and analysis of writing. The third part mainly introduces the process and current situation of performance management in Shizhong District of Ji’nan City State Taxation Bureau. In the fourth part, the thesis analysis the existing problems in Shizhong District of Ji’nan City State Taxation Bureau at present. The fifth part introduces the domestic and foreign experience of performance management. Through the introduction of advanced practice of selecting the Qingdao Municipal State Taxation Bureau, Hebei Province, the IRS and the British and Japanese tax authorities, the author provides suggestions for strengthening the performance management in Shizhong District of Ji’nan City State Taxation Bureau in the sixth part.
