Study On The Construction Pattern Of Small Towns In Jilin Province

As everyone knows, China is not only a populous country but also an agricultural country, 7% of the world’s land are occupied by 20% of the world’s population, until the year end of 2013, agricultural population still account for 46.3% of the total population in China. Since the Third Plenary Session of the 15 th Communist Party of China(CPC) Central Committee clarified the important role of small towns, the construction of small towns is treated as a top priority by CPC and government at all levels. Construction of small towns is an effective way to solve the three dimensional rural issues, balance urban and rural development, bring moderate prosperity to China in a all-round way, and increase farmers’ income. Jilin province is an important commodity grain base and old industrial base, in the recent years, although the government has obtained certain achievement due to guidance and attach great importance to the construction of small towns, there are still many problems exist in construction of small towns. At the same time, different geographical resources conditions, factors such as economic foundation restrict Jilin province copy the development direction and model in other regions. Jilin province need to find out the suitable way of development and form the unique development pattern based on actual situation, which have important theoretical and realistic significance contribute to improvement of the urbanization level of Jilin province.There are six chapters in this dissertation. The first chapter: mainly introduced the research background, research significance, domestic research status, research purpose and research methodology. This chapter is a summarization of the full dissertation, aimed at specifying the study meaning, direction and methods. The second chapter: the concept, function and characteristics of small towns are discussed, so as to clearly define the research scope of this dissertation, on this basis, learn from the corresponding small towns’ development theory to guide the thinking and writing of the full dissertation. The third chapter: from the perspective of the development of small towns in Jilin province, summarizes the problems of construction of small towns through evaluation of quality and scale of small towns, resource conditions, industrial structure, and the present situation of the infrastructure in Jilin province. The purpose of this chapter is to lay the foundation for the influence factors and countermeasures of small towns’ model choice in the later chapter. The fourth chapter: using gray correlation method to analysis the factors affecting the development of small towns and to determine the importance of the affect factors. The purpose of this chapter is to provide a reference basis and important considerations for the small towns’ model choice in the fifth chapter. The fifth chapter: based on the principles of the model choice, in the analyzing of domestic suitable development model of small towns, and establish five suitable developing mode of small towns in Jilin province. The sixth chapter: summarize above research findings, for existing problems, put forward suitable countermeasures and suggestions for construction of small towns in Jilin province, and enhance realistic guiding significance of the study.
