Research On The Issue Of The Construction Of Small Towns In Shandong Province

Ever since the1980s, the development of China’s agricultural and rural economyhave developed in high speed, during the development process, the outcome of thedevelopment of the construction of small towns is so obvious, the social andeconomic benefits from it laid foundation for the sustainable development ofagriculture. Development of small towns promotes the transferring of the labor forcein rural area locally, improves the living conditions of the majority of urban residents,makes the town industry and business got better development, greatly drivingurban-rural integration process. With the increasing levels of urbanization, theurbanization in small cities and towns gradually gained the attention of the party andstate. During the Third Plenary Session of the15of Chinese Communist, CPC and thegovernment made specific strategic plan on the development of small towns,“Thedevelopment of small is a huge strategy to bring the development of rural economicand social, an effective way to optimize resource allocation, conducive to rural centralbuilding, the formation of the scale of operation and aggregation effects; moreconducive to large-scale transfer of rural surplus labor to avoid the blind flow to thelarge and medium-sized cities; help to improve the quality of farmers, improve thequality of their life; but also conducive to expanding domestic demand, promotenational better and faster economic growth.” Small cities and towns in ShandongProvince has also made great progress in recent years since the reform and opening up,and entered a rapid development stage, but still there are some inadequacies thatrestricting the construction of small towns in Shandong Province to accomplish muchbetter and faster development. Therefore, based on the specific circumstances of thedevelopment and construction of small towns in Shandong Province, this thesisanalyzes its problems and, according to domestic and foreign advanced experience, tomake recommendations on the future development of the small town of ShandongProvince.The paper is divided into six chapters. The first chapter introduces the researchbackground, research purposes, domestic and international research trends, researchmethods and innovative points and shortcomings. The second chapter gives aintroduction on the construction of small cities and towns of related concepts, theories that define and describe the importance of the development of small towns. The thirdchapter describes the development and the advanced experience of the construction ofsmall towns at abroad. The fourth chapter gives a description on the present situationand characteristics of the construction of small towns in Shandong Province. ChapterV is an analysis on the advantages and disadvantages of the development process andthe existence of threats and opportunities of the construction of small towns inShandong Province. Based on a combination of the contents of the first five chapters,there are suggestions and countermeasure that speed up the construction of smalltowns in Shandong Province and recommendations of future development.
