Small towns lie between urban and rural areas and are crucial bridges relating them with each other. Developing small towns has many benefits. It's helpful for the optimizing configuration of rural economical resources and over plus labor's transfer, and hence will accelerate the process of rural areas' urbanization; it's good for the cities advanced products, technologies and management experience being dispersed to countryside, while the villages' produce and manufactured goods transported to cities, and this would facilitate production factors' reasonable flowing and optimizing reorganization, promoting the integrating of urban and rural areas' economics. As for so much aforementioned, developing small towns has strategic meaning not only for weakening China's dual structure of urban and rural economics, but will speeding the process of our society's harmonization.In order to encourage and support small towns'development, many good policies are brought into effect in recent years. One special case is when in June,2007,Chongqing City and Chengdu City were authorized to be pioneers for manpower comprehensive reform of urban and rural areas, which will eventual bring about a great opportunity for the small towns'construction and development.Although the problems of the small towns'development are being concerned about by more and more government departments and scholars, the research related to small towns'development has so far been just focused on some macroscopic problems, such as which roadmap of their development should we choose, as well as how to plan their construction, etc. Their research is not only dispersed, but lack of systematic ness, and thus it is urgent to be enhanced. One good way is to learn from Western countries. Rich experience were accumulated during the past hundreds of years of the small towns'construction in Western countries, as well as many instructive lessons. Although their urbanization started tens or hundreds of years ahead of us and their conditions such as political systems, cultures and histories are very different from ours, many beneficial things which are universal and beyond these conditions can be found and adopted in our small towns'development.The constructing of small towns is a complicated systematic engineering which has relationship with many aspects in our society .The paper will select some ones that could be more important and hotter than others to do deep research . This paper can be divided into five parts, in the first part, the author described the background of this research and gave us an general idea about the papers on small towns construction, also, the meaning and method of this study were introduced together. In the second part, the author gave us the definition of the small town and introduced the history of small town construction and the conditions at present, at the same time, the author pointed out the problems of this. The third and the fourth parts were the most important parts of this paper .In the third part, the develop mode and driven system of small town construction were discussed , the difficulties about the regulation in the course of the small town construction were analyzed , including the inefficient mobilization of the production resources and the problems in the public administration . In the fourth part , the author analyzed some basic problems from these five basic aspects : money collection management, land usage, plan management, infrastructures construction and economic development management , much experience from the developed countries was referred and the corresponding measurements were given here .The fifth part is the last part of this paper , in this part , the author summed up the whole paper and pointed out the problems and weakness of this study .
