The Reserch On The Construction Of Rucheng Ecological Small Towns In Hunan Province

With "small towns, great strategy" proposed by Mr. Fei Xiaotong, increasing importance has been attached to the small town. Since the last 20 years of reform and opening to the outside world, great achievements have been made in the small town construction in our country. It plays the vital role in speding up the progress of urbanization and promoting integration of the city and countryside in china. Along with rapid small towns growth, many problems have arisen as they develope spontaneously and blindly.The study of Rucheng ecological small towns in Hunan Province, according to the sustainable development theory, the ecological principle, the regional economics principle and so on, studies the ecological small town construction in ecological terms and explores the path to development. This paper focuses on four parts as follows:(1)This paper has make the definition of the small town in Rucheng county on the basis of a analysis of the international and domestic theory and concept, analyzed the relations of construction and the economic development in county, and summarized the current situation and the development question of the small town in our country.(2) Applying the value, characteristic and appraisal system theory concerning eco-city, the paper gives the definition of ecological small towns. Using the method of System Analytic, Delphi and so on, establishes the appraisal systems of ecological small towns, including four levels: target level, systematic level, condition level and target level.(3) The paper evaluates the actuality of Rucheng ecological small towns applying the appraisal system. The composite evaluation indexes of the Chengguan town, the Xiaoyuan town ,the Daping town , the Sanjiangkou town, the Wenming town, the Tuqiao town, the Nuanshui town, the Reshui town and the Jingpo town are respectively: 0.6246, 0.4630, 0.5379, 0.5109, 0.4860, 0.5191, 0.4919, 0.5437, 0.4800. Refer to the appraisal hierarchical list of ecological small towns ,their ecological degree is ordinary; Tianzhuang,Wengrning, Jinglong and Lingxiu' s indexes are respectively: 0.4321,0.4214,0.4430,0.4463.Their ecological degree is much lower. On the whole, the ecological degree of the small town in Rucheng is somewhat low. The indexes of economical ecosystem and social ecosystem are lower than the natural ecosystem index obviously, which explained that the economic and social development relative backwardness hinders the progress of Rucheng ecological small towns.Finally, it has been carried on mainly in three fields: the rank-size structure of urban system, the ecological space arrangement, the urban function and the construction pattern optimization.
