The excessive carbon dioxide emission is one of the important factors whichresults in poor climate condition. The average annual growth of carbon dioxideemissions clocked at an explosive1.8percent in the world from1990to2007. Smalltowns are the main places where economic activities congregate, and are the majormakers of resource consumption and environmental pollution. And in the backgroundof the rapid urbanization of small towns, changing the existing development mode ofsmall towns and constructing the new low-carbon small towns are particularlyimportant. Low-carbon construction of small towns is the inevitable choice to tackleenergy problems and climate change, and it is also the developing trend of smalltowns. Many countries, such as Denmark, Britain and Japan, have acquired a great ofachievements in low carbon construction.China has already begun to emphasize low-carbon construction of small towns.In the year of2011, China approved seven green low carbon small towns for the firsttime, and the development of these towns has been widely given credit. Because oflimited energy structure and low-carbon technologies, the development of low-carbonsmall towns in Jilin province is still at the starting stage.This paper embarks from the analysis of the background of low-carbon smalltowns, mainly discusses the relevant issues of the low-carbon construction of smalltowns in Jilin province, and puts forward some suggestions for the low-carbonconstruction of small towns in Jilin province.Firstly, the conception, the feature, the principle, the theory of the low-carbon smalltown and the domestic and foreign research status of low-carbon small towns arepresented. Secondly, Haiyu town in Changshu city, Mudong town in Chongqing city,Guankou town in Xiamen city are selected to introduce the domestic experience oflow-carbon construction of small towns, and Denmark, Britain, Japan are selected to introduce the foreign experience. Then, the current status and advantages oflow-carbon construction of small towns in Jilin province are analyzed, meanwhile theproblems and the restraining factors are found out. At last, the measures and thesuggestions such as reinforcing the low-carbon promotion, advocating the applicationof environmental-friendly material in building industry, adjusting energy consumptionstructure of small towns and constructing based on geographical advantages of smalltowns, are made to provide some references for low-carbon construction of smalltowns in Jilin province.
