Study Of Jiangsu’s Science And Technology Innovation Policy System

Creation and development of small and medium sized enterprises has becoming an important driving force for economic and social development of countries. Government and academic circles has been paid more and more attention of the important role of science and technology innovation service support system innovation. Jiangsu province is the second biggest province of our country’s economy.This study empirical analyses the science and technology innovation support system in Jiangsu province, and gives some suggestions to optimize Jiangsu innovation service support system. The main contents of the study are as follows: Firstly, we study the scientific innovation and entrepreneurship service supporting system of some developed countries, for example USA, Japan and UK. Secondly, based on the advanced experience of the developed countries, this study builds the model of Jiangsu’s scientific innovation and entrepreneurship service supporting system, it includes 5 second-level indexes and 12 third-level indexes. Thirdly, based on the collected data of questionnaire survey, this study finds that the degree of importance are the financial supporting policy, fiscal policy, talent incentive policy, tax preferential policy and intellectual property protection policy. Fourthly, in this study, based on the survey data, the technological innovation enterprise is different in different areas of Jiangsu Province. This study finds that south, middle and north Jiangsu province have requirements to the science and technology innovation supporting system. Finally, based on the conclusion of this study, we give some suggestions on how to optimize and improve the Jiangsu’s science and technology innovation supporting system.
