Step into new century, Self-employed swept across the country, more and more people join in entrepreneurship, it has become extremely important to economic growth. Among them, the development of SMEs played an important role in national economy and society development, and more and more important in economic prosperity, increasing employment, promoting innovation and improving people's livelihood. According to the data of STEC published, at the end of 2009,national industrial and commercial enterprises have been registered 10.3 million (excluded 31.3 million individual business), according to current SMEs criteria, the number of the SMEs is up to 10.231 million, more than 99%of the total number of enterprises. Currently, the final products and services that SMEs created up to 60%of GDP, rate payment amounted to 50%, and provided nearly 80%of urban jobs. However, compared with large enterprises, SMEs is vulnerable groups in the process of entrepreneurship, no matter from the theory or business practical growth can be seen, the government needs to support SMEs entrepreneurship.Firstly, the paper inquires the definition of SMEs, then compared the entrepreneurship supporting system of SMEs in United States, Germany and Japan, as a reference to the SMEs supporting system of Yunnan province. Secondly, the paper analysis the business macro environment of Yunnan province from several aspects:the current situation of SMEs, the financing status, the economic development and the higher education in Yunnan province. Through the investigation research of the successful business in Yunnan province, learning the needs of SMEs entrepreneurship, then on the basis of fuzzy comprehensive evaluation method, paper constructed a comprehensive evaluation model of SMEs entrepreneurship supporting system of Yunnan province. Through empirical analysis, the paper evaluated the SMEs supporting system in Yunnan province, and discovered the shortcomings of the incubation system. Finally, put forward some suggestions to the construction of Yunnan SMEs supporting system.
