Industrial technology innovation strategic alliance as a new model of enterprise,University,Research Institute and government cooperation,the enterprise,through cooperation with other main body,can reduce R&D investment,accelerate the pace of technological innovation,and thus improve the enterprise's market competitiveness and enterprise value.For colleges and universities and research institutes,we can get the project R&D funds,to improve the level of scientific research to lay the foundation for funding.For the whole country,through the development of industrial technology innovation strategic alliance,can improve the efficiency of resource allocation,promote industrial technology innovation,accelerate industrial structure upgrade.Based on domestic and foreign research,the paper uses the method of literature research and case analysis,qualitative analysis and quantitative analysis,from the basic concept and basic theory of industrial technology innovation strategic alliance,and based on the improved analytic hierarchy process to evaluate the operational efficiency of marine biological products industry in Zhejiang province.Through the research of this paper,it is beneficial for the members to understand the operational status of strategic alliance,and to help industry technical innovation strategy alliance to understand the operation status of strategic alliance.Through the research on the operational efficiency of the industrial technology innovation strategic alliance,the main conclusions are as follows:First of all,the efficiency of most of the industrial technology innovation strategy alliance is not high.From the point of view of operation,the operating mechanism,such as the exchange mechanism,the management coordination mechanism,the mechanism of sharing the benefits,and the mechanism of interest distribution,are still not perfect.From the operation of production,the industrial technology innovation strategic alliance of social benefits and economic benefits are not high,whether it is financial support,or research and development support,or policy support,need to improve.Secondly,in order to improve the operational efficiency of industrial technology innovation strategic alliance,we need to establish a coalition to choose trust mechanism,improve the learning mechanism of the alliance,perfect the mechanism of alliance communication and coordination,improve the mechanism of alliance resource sharing,improve the mechanism of alliance benefit distribution,and strengthen the construction of alliance.
