Basing on the principles dynamics system theory as well as economic and statistics, this article sets up a mathematical model for Sichuan's development of science and technology which contains four interacting and interacting and interdependent subsystems:The corresponding computer simulation model is framed by using Vensim PLE, which is designed for system dynamic only. After the model validity is verified. The simulating time is long as 20 years. In order to lucubrate all the variablesThe exogenous variables, parameters and structure are changed respectively and selectively in the simulating course. These explicit dates draw the outline of development of science and technology of Sichuan in the future, Furthermore, Provide scientific, assured evidence for the city government when economic or the political decision is made.In order to effectively evaluate the development capacity of science and technology in Sichuan province. This paper adopts The Analytic Hierarchy Process approaches, in modeling of the development capacity of science and technology, and the modeling result indicates system dynamics has very broad prospect in evaluation of science and technology field.
