Talents are the carrier and the inventor of science and technology, who are also the users and disseminators. As science and technology are primary productive forces, so talents are special factor in all-productive factors. Talents are not only renewable resources, sustainable resources, but also capital resources. In modern enterprise, talents are an immeasurable capital, a capital that can bring huge benefits. Talent resources development is the inevitable result of economic development.Performance management as the core of human resources management, is an effective means to integrate human resource management in enterprises. By setting a scientific and reasonable organization goals, department goals and personal goals, performance management can point out the direction for the enterprise Employee. Enterprise’s annual goal-setting and decomposition is a very important components, the quality of work for this session is critical to performance management. Performance management can facilitate and coordinate the various departments as well as staff forming a cohesive force, thus the ultimate business goals and the enterprise short-term goals and long-term goals can be achieved.As the independent brand in China, Beifang Auto Company grows up in recent years, along with the development of China’s auto industry. However due to growing supply as well as intensifying competition, Beifang Auto Company is facing increasing pressure. How leaps in the auto market, is a serious problem, therefore performance management as the top priority become the focus of Beifang Auto Company. Based on the research literature, combed the performance management theory. On the basis of present performance appraisal system situation and the analysis of problems, the paper put forward constructive suggestions for optimization of performance management system combined with practice experience from the view of the theory.
