The competitiveness of human resources plays a critical role in the competitiveness of enterprises. Payment and perpormance assessment are two difficult problems which disturb human resource department. Enterprises focus on the issues how to determine payment level of employees effectively and how to assess the performace of employees effectively.Human resource structure of design institute has distinctive features. Firstly talent people of high qualifications and high title are the majority. Secondly employees of design institute are difficult to execute performace evaluation because they mostly are mental workers. A lot of design institute has not established morden enterprises management system when it reformed from government department to enterprise entity.This paper analyse the problem of human resource management of HN architectural design institute and raises a proposal on payment and performace assessment. Firstly, using methods of interview and survey, the author analyse the problem of HN architectural design institute which concentrate on the issues of interior and exterior enviroment and human resource management. Secondly according the analysis of deprtment responsibilities and position responsibilities, the author raises an optimized proposal of payment which based on the position duty. The author also raises the proposal of developing brord-banded payment system and job hierarchy system. Thirdly, this paper brings up the method of performance assessment which bases on the Key Performace Index. The methods inspire the employees effectively by the way of changing the old democratic appraisals. Lastly according to the blank space of old project assessment this paper develops a suit of project performace assessment system and provides a valuable reference in enterprise project assessmentand bonus distribution.How to determine the payment level and implement the performance assessment of talent employees is the difficult problem of many design institule and research institute. The methods of this paper put forward some reference to the payment and performance assessment of sesign institute area.
