Hunan IY company was formally established in March,1998.The company is located inChangde City, Hunan Province. After nearly15years of development, the company hasachieved great development. At present, the company’s fixed assets is more than200000000yuan, with the registered capital of80190000yuan. As a large construction enterpriseapproved by Hunan Administration for Industry and commerce, the company has a number ofconstruction permits and powerful construction ability and has a good enterprise image inchina. The company has great technology strength, scientific management assurance systemin international standard, and228engineering employees. For many years, it is among theformer100strongest enterprises for the similar industry in Dongting Lake, with the increasingnational investment in infrastructure construction, Hunan IY company embraces greatopportunities of development. However, problems and challenges are also highlighted alongwith the continuous development of Hunan IY company. What’s worse, the performancemanagement system of Hunan IY company is not perfect, and is lack of scientific andreasonable performance management scheme, making it difficult to combine the strategic goalof the enterprise with employees’ goal in the process of development. All these restrictedfurther development of IY company. So Hunan IY company is in urgent needs to build up aperfect, reasonable performance management system.In order to conduct a comprehensive, in-depth analysis of the performance managementsystem of Hunan IY company, to further tap the existing problems in the performancemanagement process of Hunan IY company, and finally provide some policy suggestions forthe optimization design of performance management system for Hunan IY company, Thepaper is based on the scientific management theory, Maslow’s hierarchy of needs theory andincentive theory, and summarizes the research done by scholars home and abroad which ismainly on performance management concept, performance management evolution andperformance management of enterprises. Laying the abundant theory foundation, this paperanalyzes the problems of the performance management process of Hunan IY company. ToStudy on the matter, this paper mainly adopts the quantitative analysis method, and studies theevaluation of267employees on the performance management system of Hunan IY companyusing the questionnaire survey method. The optimization design of Hunan IY companyperformance management system is according to the following thought: firstly, the design ofperformance index system of Hunan IY company in this paper will be based on the BalancedScorecard (BSC) and key performance indicators (KPI) principle, trying to divide the company strategy goal into personal performance indicators. Then this paper willscientifically set the performance indicators of Hunan IY company, reasonably combiningvarious posts responsibility and personal performance indicators. With the implementation ofperformance, to establish reasonable performance auxiliary process is of great significance.Performance auxiliary process helps to strengthen the communication of manager andemployee, so as to contribute to the solution of performance management problems faced bythe general staff. In case of need, the performance plan can be modified, The performanceappraisal process design is an important part of the Hunan IY company performancemanagement system optimization design. The performance evaluation requires managers tobe clear of their management responsibilities, and to make objective and fair assessment onemployee performance. Finally, this paper will put forward suggestions for optimizing theperformance appraisal results.
