The salary system is not only the strategy of the enterprise, at the same time, a kind of culture is the enterprise, constructs the reasonable salary system can not only reflect the contribution of employees, or the staff in the implementation of a particular course of action in support of the process. Only an enterprise in order to establish and improve the salary system to retain employees, reduces the enterprise the loss rate, but also to attract high-tech talent, enterprise contradictions will be greatly improved, is also essential to enhance the cohesion of the enterprise. Only by establishing the perfect salary system, comprehensive quality to employees to enhance productivity, enterprises will be improved.In human resources development and management process, cannot do without a sound compensation system. If there is not a perfect salary system, enterprises will not be able to attract more talented people, unable to retain more talent, also don’t say to talents training and motivation, not to mention the enhance the competitiveness of enterprises and its benefit, because without a sound compensation system, employees can not be put one’s heart and soul into for enterprise development and work hard, so he will not be able to complete the development and management of human resources to. Only enterprises to establish a perfect compensation system, it may make the task is completed, the enterprise can obtain the healthy development.As a company has issued the State Bureau of Surveying and Mapping Surveying and mapping qualification certificate of grade a "C" of the Design Institute of Surveying and Mapping Branch, since its establishment in1952, began the work of Surveying and mapping in all walks of life, such as all aspects of engineering surveying, cadastral surveying and mapping, property mapping mapping, as a small state owned enterprises, the unit is the standing director unit of province surveying and mapping institute. After nearly sixty years of rapid development, the surveying and Mapping Branch made no small achievement, whether business income or the size of the business, to obtain the very big promotion. In recent years, the rapid development of Surveying and mapping industry, competition is also increasing, the competition is very fierce, especially in recent years by institutions for the restructuring of state-owned enterprises, the human resources competition more intense. Therefore, in order to enable the enterprise to obtain the sustainable development in the fierce competition in the market, must establish a scientific and reasonable salary system, so that enterprises can attract more talent, retain talent.Based on the current C Design Institute of Surveying and Mapping Branch of salary system is mainly based on the institutions of wage system, which is mainly used in some institutions with social benefits as the main. C Design Institute of Surveying and mapping branch by the institution into enterprise restructuring of state-owned enterprises, the ultimate goal is to create profit. The enterprise when providing products or other services for society, the main is to realize its economic benefits, which makes the enterprise to obtain the development, continuous and healthy so we must make the enterprise economic benefits to be reflected, enterprises are the most important values and goals is the economic benefits and work performance. At present, C Design Institute of Surveying and mapping branch and unit pay system to establish the nature and institutions based on properties of completely inconsistent, this is very adverse to realize the economic efficiency of enterprises and work performance, must be improved.In this paper, mainly through the following framework are discussed. In the first chapter, the author briefly introduces the research background and research purpose of this paper is, as well as the domestic and foreign research status. Then it points out the ideas and methods of the research content and research, and put forward the innovation points in this thesis. In the second chapter, mainly elaborated the design theory of salary system, the author firstly elaborates the compensation overview, pay structure and salary management function and effect, and then gives an overview of the basic theory of compensation system design. In the third chapter, the author takes the current situation of C Design Institute of Surveying and mapping branch compensation management as the object of case study, the first account of the case background includes the general situation of the enterprise, the enterprise organization structure and personnel, and then on the C Design Institute of Surveying and mapping branch compensation system through the investigation and analysis of the status quo. Finally the existing salary system of C Design Institute of Surveying and Mapping Branch of the problems are summarized, and analysis of the causes of their formation, and points out that the fundamental problem.
