At present, performance management has become one of the enterprise’s modern management modes, and performance appraisal is an important part of performance management. The most important content in the performance appraisal process is to effectively and scientifically evaluate different departments and different employees of the enterprise, provide corresponding encouragement to employees and departments based on the corresponding results so as to provide departments and employees with a starting point to constantly improve the level of performance from, and ultimately improve the competitiveness of enterprise and realize enterprise’s overall goals. Performance appraisal not only provides more objective and basic information in the aspect of enterprise’s human resources, but also provides the basis to make decisions for some other departments so as to realize the effective integration of employees, team and organizational performance and ultimately achieve the strategic goal of the enterprise.In the process of social economic development, different units have achieved certain developments. In particular, public institutions have obtained significant developments. A surveying and mapping unit, as an important part, has participated in our institution. Its progressive development has a very important impact on China’s social and economic development. In view of this, this paper first analyzes the status quo of staff performance appraisal of A surveying and mapping unit, introduces the overall situation of A surveying and mapping unit, combines with the status quo of performance management of A surveying and mapping unit, points out the problems and provides some certain theoretical basis for the design of the following performance evaluation indicator system.Secondly, this paper combines with the status quo and existing problems of A surveying and mapping unit’s performance appraisal, decomposes layers of indicators using balance integral cards as well as combining with key performance indicators, determines the indicators of performance appraisal for departments and individual employees, conducts quantitative analysis on employees’performance indicators using chromatography analysis, designs a performance appraisal indicator system for A surveying and mapping unit and provides a basis for the implementation of the following performance appraisal of the unit.On this basis, this paper combines with the performance appraisal ideology and assessment method selection of A surveying and mapping unit, carries out a simple analysis on the implementation process of performance appraisal, and puts forward effective measures in the process of performance appraisal in the aspects of organization, technology, system, ideology, etc.
