When the enterprise of city surveying and mapping industry is reforming and themarket is gradually opening, the enterprise of city surveying and mapping industry willface significant pressure. The most important is the competition in recruiting talents.The circumstance sets higher requirement for the HR work of the enterprise. In the newsituation, how to attract and retain outstanding talents in surveying and mappingindustry, how to train talents, and enhance the competitiveness of the enterprises, hasbecome the major research subject.Fuzhou Investigation And Surveying Institute(the paper following abbreviationFuzhou Institute) also confronts the complex external environment and the pressurewhich generated by the internal development and loss of employee. So the explorationof how to reconstruct the performance management system of Fuzhou Institute, in orderto solve the problems in performance management, stimulate subjective initiative andenhance the effectiveness and efficiency of the organization, has become a priorityfacility problem. This is the research topic of this article.This paper briefly introduces the basic concept, basic tools and methods ofperformance management and project management. Literature review and case studywere used to find out the relevant performance management research status andenterprise performance management practice at home and abroad. Through the study ofdevelopment trend of current performance management, the experience and lessons hasbeen learned to set for the theoretical principle and practical reference of theperformance management system framework and implementation. Secondly, this papertakes Fuzhou Institute as the research subject, analyzed the current situation anddevelopment trend of the whole industry. Field survey, questionnaire survey methodwas implemented to collect related information. Based on these methods a combinationof qualitative and quantitative methods was implemented to analyze, classify and refinethe current enterprise performance evaluation. And the necessity of reconstruction theenterprise performance management system was came up. Then, according to theFuzhou Institute’s current performance management problems which need to be solvedquickly, considering the enterprise development strategy, the theory and method ofperformance management and project management were implemented to build Fuzhou hospital performance management system, which included institute, department andindividual three levels. The content included project performance system (teammember’s performance, team performance). The core part of the performancemanagement system of Fuzhou Institute was project performance system. From theperformance management organization design and process design and other aspects ofthe system, finally, Fuzhou hospital performance management system of trial operation,puts forward the enterprise performance management system needs furtherimprovement and implementation suggestion.This paper tried to analysis the method, and establish a suitable, scientificreasonable and effective performance management system for Fuzhou institute, Theresults of this study will be look forward to provide the theory frame and methodguidance for enterprise performance management.In the process of the study, the author understand that each industry, eachenterprise has its own characteristics, enterprises have to establish individualperformance management system to make sure the performance management play it’srole effectively, and performance management system need to be constantly improvedand perfected in practice.
