Research On The Problems And Measures Of The Internal Control Of Surveying And Mapping Institutions In Gansu Province

In recent years, the national economy continues to accelerate the pace of development, the geographic information which the public needs is increasing constantly, and these have created favorable conditions for the development of surveying and mapping industry and promoted the rapid development of the industry. Although the current surveying and mapping institutions implemented a series of policy and system in the daily management work, the S/M institutions did not establish a perfect internal control system, leading to many contradiction and conflictgrowing. That is, the lack of integrity of the institutions’ internal control concept, control methods and means are relatively backward and the budget implementation, contract management, asset management and balance management still exist many defects. Given the current economic development situation, it is necessary to analyze and research from the perspective of budget management and administrative management, to ensure that the administrative institutions carry out all work in strict accordance with the internal control system,and buildcomplete and scientific internal control system, effectively avoid all kinds of problems in risk management, and to better promote the stable development of surveying and mapping public institutions themselves.This thesis clarifies the internal control status of surveying and mapping institutions in Gansu Province, aims at the problems of internal control and studies the internal control measuresaccording with the actual demand of surveying and mapping industry by literature material method, the method of combining the theory with practice, the method of analysis and comparison and several research methods, to further perfect the internal control of surveying and mapping institutions in Gansu Province. Details are as follows:Firstly, the introduction part introduces the background and significance of selected topic of this thesis, research ideas and methods. Secondly, itintroduces the current relevant concepts and theories of the surveying and mapping internal control. This thesisusing the theory of system analysis and through the study of present situation of internal control,illustrates the situation from the foreign and domestic research situation of internal control, and the research status of specific institutions in establishing internal control system, respectively.Studying on the domestic and foreign institutions as well as other domestic institutions of internal control theory,mode and the development trend of related research results, contracting the similarities and differences of the internal control between surveying and mapping industry and other institutionsat the same time, thus to its dregs, its essence. Moreover, a detailed analysis of internal control problems in surveying and mapping institutions in Gansu Province is made. In order to solve these problems, it should suit the remedy to the case.It is necessary to start from practice andresearch outthe internal control measuresaccording with the actual demand of surveying and mapping industry.The measures are as follows: firstly, improving internal control environment of surveying and mapping institutions;the second is to establish a sound internal accounting control system; thirdly, strengthening supervision and auditing; fourthly, setting up a reasonable performance evaluation system, to improve the surveying and mapping internal control.
