With the mapping market has been reforming and improving, which formed a mechanism of market dominant. In recent years, it is common that in surveying and mapping enterprise the shortage of senior technical personnel and the incentive measures to lose effect, which for performance management of surveying and mapping enterprises is an enormous challenge. Technology is the guarantee of surveying and mapping enterprise to achieve competitive advantage and enterprises must rely on engineering and technical personnel to against industry’s competition of surveying and mapping. Therefore, based on the long-term development, it has important value in theory and application to improve the human resources management, especially for key technical employees. Establish a comprehensive and effective appraisal system in the FM enterprise, which is an effective method to appraise of engineering and technical staff work behavior and outcome. The results are combined with staff recruitment, staff training, career advancement and development and employee compensation, which is forming a set of feasible incentive mechanism and promoting the growth both of enterprises and engineering staff, by this way achieve the dominant position of enterprises in the competition.The paper through documentation and questionnaire survey methods analyze enterprise performance evaluation system research on FM surveying and mapping company. To begin with, this article studied and analyzed the current situation of performance management of FM surveying and mapping company and the existing problems in the assessment of engineering and technical personnel. Next, according to the research results, investigator redesigned the performance appraisal system of engineering and technical personnel of FM surveying and mapping company. This is an effective way to improve the capacity of scientific management in the FM surveying and mapping company, to achieve development goals, there will help FM company to stimulate the enthusiasm of enterprise engineering and technical staff, improve staff loyalty, save the cost of company human resources management and realize the scientific and effective performance management, with the aim of employees concerted efforts to achieve the goal of enterprise development. By Studying on the FM enterprise to establish a scientific and comprehensive performance appraisal system and optimization FM surveying and mapping company engineering and technical staff evaluation method, not only promote the performance management in the FM Surveying and mapping enterprises, but also point out some new ideas and scientific methods for the other surveying and mapping enterprises.This paper includes five chapters, the first section mainly expounds are the background, contents, methods and meanings of this paper and reviewed some related application, concepts and theories at performance management. The second chapter mainly analyzes the current situation of the FM surveying and mapping company engineering and technical staff performance management, identified the problems in the performance appraisal system and research into the causes of the problems and how to overcome it. The third chapter proposed some corresponding improvement suggestion on design a better performance appraisal system of FM surveying and mapping company engineering and technical personnel, including inspection dimension, content index, standard for evaluation, feedback of the results and the use of other shortcomings of current appraisal system, etc. Next, points out some supporting measures of this new system for implementation on the engineering and technical staff of the FM surveying and mapping company, there are as follows:Strengthen the management support and attention, and guide the engineering and technical personnel to pay attention to performance appraisal, strengthen the performance appraisal of the publicity and application and related training. Finally, draw the conclusion and point out the deficiency and prospect of this paper.
