Given the backdrop of another round State-owned enterprises reform and realignment of architecture market, B, as a State-owned architecture enterprise, commits to its historical mission of promoting technological progress and achieving architecture dream. At the same time, B tries to adjust strategic layout and maintains rapid development. However, issues, like behindhand human resource management and milldle management staff nonadapted to the corporate development, still exist in the company. Middle management staff are the implementers who disassemble strategic target and play the mutual role in every task, as well as undertakers of building a good team and developing stepped talent team. Middle management staff, hence, is bound up with rise and down of the enterprise. Therefore, building an excellent middle management staff team is the inevitably demand and the only way to achieve the strategic target of B.However, what qualities are necessary for MMS has not been unanimous for now, even some exception leaders hold serious prejudice. In this paper, competence model as well as functions of MMS are discussed, and according to the competence model, key qulities are identified suitable for MMS in B. The conlusion in this paper could be used in recruitment and selection, training and development, performance management and career planning.During establishment of competence model, literature research method was fistly applied. Available literature discussed competence qualities and effect of MMS were collected and collated, and theory research methods were commented in this paper. Research direction and characteristic of this paper are determined by summarizing the advantage and deficiency of those methods. Then, competence qualities are determined using behavior event interview. Questionnaire is followed to collect necessery and valid data. Eventually, mathematical statistics is adopted to varify the model. At the stage of application, this paper tries to use the model in each human resource module of B by using deductive reasoning strategies, which effectively improve perfomance level.This paper not only fills the blank of human resource management in B, but also provides the significant guidance in human resource module and improving the MMS abilities. Besides, the study also enriches competence quality study by combining the competence model and characters of MMS in architecture design business, which also provides reference in model building for those other in the same industry.
