With the fierce competition,human capital is becoming a valuable resource that enterprises cannot ignore.Urban construction investment group,as a wholly state-owned company,represents municipal government's performing investment and finance of major urban infrastructure.Middle managers,as the backbone of human capital,play a major role.So for the urban construction investment group in tianjin,what kind of performance and compatibility,can better promote the continuous development of the group.This is the motivation of this study.In this paper,I used a variety of theories and methods.The method of literature research and model construction is main means? Firstly I comb the competency theory both at home and abroad,from management competency research to competency model,and finally to the study of competency-performance framework.Using of SPSS22.0 and AMOS24.0 statistical software,I constructed the structural equation,proving competence and performance is related to a certain extent,establishing the elements which have influence to each other,concluding that the competency model play a role in the performance.First of all,competence has a significant impact on performance,and the different characteristics of competence vary depending on the performance characteristics of different types.Management skills and basic skills have a major impact on task performance,while personal traits and relationships have a greater impact on relationship performance.Secondly,relationship performance has a positive impact on mission performance.As middle managers,dealing with the relationship between leadership within the team and organization and the relationship between the customer,resulting in twice the result with half the effort.Finally,this study puts forward to the suggestion that introduced the competency model into performance management,set up performance management system,based on the competency model and talent inventory according to this.This can form the objective evaluation of middle managers,and inspire potential value and performance.
