Fast changing market environment, intense market competition, set a higher request to the enterprise core competitiveness restoration and the sustained development, the enterprises'human resources management, particularly the enterprise human resources competency model's research has the significant contributions to core competitiveness's formation and the development of the enterprises.Based on the existing competency model's study achievements, taking practises the unit JT group as the platform, take the empirical study to. This paper taked the middle-level managers as object of study, by the means of the job analytic methods, behavior event interview methods and so on to establish the JT group middle-level managers'competency model, based on this, this paper has carried on the detailed explanation to the model connotation, given each weight to the model's actual utilization, and carried on the analysis based on SPSS15.0 to the model's uniformity and validity. In the model's implementation stage, based on 360°administrative action investigation of middle-level managers of JT group.This paper carried on the brief indication to the model's implementation result, the question which appears on the model implementation has been reconsided on the prompt, and the model has been revised, this is considered to be the built-in checking of the model. In model's extrapolation stage, The questionnaire forms were sent to the human resources superintendents of Nanjing enterprises to carry on the middle-level managers'competency, Based on SPSS15.0, the result analysis and comparison has been obtained through the effective questionnaires, and this is considered to be the exterior confirmation of the model. Finally, how to bring these results to human resources management such as the middle-level managers'selection, training, performance appraisal, c&b management has been discussed, and under the JT group human resources management present situation given the concrete measures about how to transform these results to support human resources management duties as stated above.The process and conclusions of this research has been expected to provide the beneficial reference to the theory researchers of competency model, and also can provide suggestions to practice of human resources management.
