On November 29, 2006, China Post Group Corporation built and then the china postal system entered a new stage. On one hand, the Group Corporation faces to the competition coming from the market; On the other hand, faces to the public taking the maximum of the social benefits as the goal. Then to coordinate the relationship and ensure the universal service run well becomes the most urgent thing. At the same time, as the economic globalization and the continuous development of information technology, the private companies have entering the postal market, railways, highways, aviation, and other transportation departments have also set foot in many of the original field that belong to the China Post, the emerging electronic means of communication constantly alternative postal communications business, and this makes participating in market competition and the provision of universal service started to become apparent contradictions , acute and growing. The traditional ways that through business the operation of competitive conduct to support internal cross-subsidies has been challenged. This paper is based on the above issues, first of all, analyzing the universal service of China: clearing the Universal Postal Service connotation of China Post and defined the scope and standards, and analyzing the basic situation of the China's Universal Postal Service, summed up the problems of the universal postal service facing to, then using the commissioned economic theory and economic theory of regulation to indicate the necessity and feasibility for the universal service; on the basis of the above analysis proposing to solve the problems due to the providing of universal services, it is necessary to the national that a variety of means should been supported, and the own efforts of postal enterprises as to improving market competitiveness is also necessity.This paper has been written in the background of the recombining of the China Post and the changing of Postal savings bank operating mechanisms. As the special circumstances of China's economic and social, the universal postal service in ourcountry is not the same as the other countries. The current study of postal universal service mainly concentrated in the means of country compensation. This paper does a reasonable extension in reference to this basic connotation of universal service on the basis of the actual situation in China with the generally accepted meaning of universal service; Principal-agent theory articles with other state-owned enterprises in the application of this theory in the applicability of postal enterprises, through the universal postal service Economics attribute analysis, the use of the principal-agent contract theory of economics, through multi-agency model, analyzing the correlation between State Post Office, the government and the resulting variety of issues of postal enterprises; Through regulation and the associated economic theory to conclude the universal postal service mechanism and to propose use the incentive regulation to solve the problem that causes of insufficient because of information asymmetry efficiency of the agent. Finally come to the conclusion: facing to the loss resulting from the services, postal enterprises should not only rely on the state for compensation from all sources, but to adapt to the new economic situation, use of their own advantages, change from passive to active, to reduce the state's burden while doing big grow of their own.
