"Twelfth Five-Year Plan" pointed out that enhancing the level of basic public services,establishing and perfecting the basic public service system, and promoting theequalization of basic public services in China is an important political task.The postal industry as one of the national fundamental industries is widely used ineconomic construction, social development and people’s life. The postal service hasdiversified channels and is efficient, convenient. A large number of difficult andpainstaking and fruitful tasks have been taken in serving the local economy, thepeople’s livelihood, the agriculture and the small and medium sized enterprises. Thepostal service is an important part of the national basic public services, and is also animportant field of the people’s livelihood. Improving the postal service capacity andenlarging the postal service network system has important significance in acceleratingthe construction of urban and rural people’s livelihood for the current China’seconomic and social development.This thesis is focused on the promotion of the equalization of basic public services bythe postal industry. First, it does a comprehensive literature research on the related theory and the legal basis to provide public services equalization of basic publicservices and postal public service. Then by analyzing the relevant data published onthe National Bureau of statistics and the State Postal Bureau,it presents the presentsituation and the existing problems of the postal public service development. At thesame time, according to the research on the innovation practice of the Hainan,Guangdong and Jiangsu postal departments, three suggestions are put forward topromote the equalization of basic public services by the postal industry. It suggeststhat the central and local government speed up the rural post station construction andimprove the level of public services in rural areas, improve the compensationmechanism of universal postal service to enhance the network operation ability in lessdeveloped areas as soon as possible, and give more supporting policies of postalsavings to develop rural micro-credit in order to enhance rural economic vitality.
