| Rapidly developed import and export foreign trade situation put forward higher requirements on the supervision of the current inspection and quarantine, as with the growing recovery of the international economics and the rise in the international trade protectionism, especially the development manufacturing、marketing of products faced with quality、technology、health、environmental standards and other risk factors largely increased when the import and export enterprises take part in foreign economic trade activities. The outbreak of "SARS", avian flu, H7N9 also poses severe test to the disposal of public health emergencies and preventive control and warning to epidemic disease coped with by the inspection and quarantine department.Border trade, as an important part of the trade in the border area, is undoubtedly an indispensable form of existence in the foreign economic and trade area. The special inspection and quarantine supervision of border trade is also experiencing rigorously growing affirmatively historical movements, starting out of nothing, form unscientific and disunity to constant improvement and innovation. It is the center and key jobs for the inspection and quarantine system for the next period of time to figure out how to further make up for the current system flaw and innovate a set of completer supervision mode and scientifically fully carry out structure reformation and function transformation.Using the current inspection and quarantine supervision situation as starting point, this paper analyzes problems and difficulties exist in the current supervision situation, importantly put forward direction and specific response measures of the reform and innovation.
