The Action Logic Of Enterprise In Large-Scale Land Transfer

As a part of Chinese rural reform, large-scale land transfer has been considered an important adjustment of the rural system. After the third plenary session of the 17th, the scale and spade of land transfer has been further promoted. The widely participate of the government and the enterprise in large-scale land transfer has widely changed the rural landscape. Reform and opening up, the cancellation of agricultural tax and the rural modernization constitutes are the three most important events which has changed the relationship between the state, the market and farmers.The state and reform played an important role in the change of the relationship between state, market and farmers. On the one hand, the state policy is trying to promote the development of agriculture and enhance the power of farmers; On the other hand, market mechanism is introduced actively into agriculture. During this process, the role of the market has not been fully research. This study focus on the action logic of the enterprise, which is how it involved in the rural construction through the open policy and how it interact with the alignment of the government and the farmers thus to achieve a new round of large-scale land transfer. This changed the relationship between the state and the framer, and also changed the status of the rural area.This research takes the rational choice theory of Coleman as the framework of the analysis. Take the event of large-scale land transfer in X village as example, and attempts to analysis the action logic of the enterprise in the land transfer, including the basis of action selection, the action strategy, the process and consequences of the action.The research shows the following framework. Fist of all, introduces the significance of the research and the background, including research about the change of the relationship between the state, market and farmers, and the land transfer. Also explains the concept of large-scale land transfer and rational choice theory.Second, mainly uses the analyzing framework of rational choice theory to analysis the action logic of enterprise during the large-scale land transfer in X village. The research indicates that policy, the situation of the village and the capital of the enterprise constitute the basis for the operation of the enterprise. As to the action strategy, the interaction with government and farmers shows great benefits to the enterprise by providing more information, money and power to the action. As to the action process, social capital provides authority, trust and information while on the other hand brings norms and obligation. As to the consequences, the result of action of the large-scale land transfer as resources exchange reached a temporary social optimal state; enterprise, government and farmers corresponding meet their own interests.Finally, summarized the full research and reflect on the rational theory, also carry on further discussion on the relationship between the state, farmers and agriculture.
