This study to the current rural land system reform in our country as the background,in Jilin province rural land circulation situation as the research object,to analysis to explore the type seeks to rural elite action logic and effect as the research target,by empirical investigation and rational analysis,for a better understanding and handle this group and its action,achieve the positive interaction with the country,the villages and enterprises.The author finds that the action logic of the village elite is:rational action with interest and interest.Control the flow of land through information.Through mobilization and integration of economic,social,political and other resources to realize the land transfer process.On the one hand,they can facilitate the effective and large-scale development of the land circulation process.On the other hand,they formed a certain interference and influence the process of land circulation,reflects certain negative functions,such as destroyed the fair principle,monopoly or control information,benefit and so on.The author suggests the following questions in the course of the operation of the urban rural elite:One,the detailed and standardized land transfer contracts;Two,improve the legal system;Three,Strengthen government involvement;Four,limited land circulation of land use,avoid the loss of collective resources,strictly follow the contracted management of rural land circulation may not change the principle of the contracted land agricultural use,in view of the land circulation "non-staple","non-agricultural" trend,to a certain extent can limit the gray space type seeks to rural elite activity,reduce the collective resources to individual circulation process,avoid the loss of collective resources;Five,keep the rights of the land user stable--to avoid the loss of power to the land user.
