Research On The Rural Land Circulation And Transfer In Jinxiang’s Large-scale Cultivation In Shandong Province

With the continuous development of industrialization, urbanization and modernization constructionin China, the necessity and urgency to solve the issue of agricultural modernization development hasbeen gradually high-lightened. As the core of issues of agriculture, farmer and rural area, the issue ofland is an important bottleneck to agricultural modernization construction, but vital to the livelihood.The improvement in land circulation and transfer firstly will be a supplement to current rural landsystem, and will be a powerful push to raise farmer’s income and secure the channel of surplus laborstransfer effective; what’s more, it will provide a good opportunity to improve our traditional productionmode, and help to realize the modern agriculture of large-scale, mechanization, and high-efficiency.This dissertation will focus on the research on the land circulation and transfer in Jinxiang’s large-scale cultivation in Shandong province. The county of Jinxiang in Shandong province has a history ofmore than2000years to grow garlic. It is granted many “Top One” titles in China, including top one inplantation area, total production, per unit yield, single head of garlic, and export volume. In March of1996, Jinxiang was officially named “The hometown of Garlic in China” by central government.“Eastor west, Jinxiang Garlic is the best.” has got the extensive consensus of social all circles. Garlic inJinxiang has become quite popular in more than30provinces and been exported to more than150countries and areas. The scaled cultivation of garlic in Jinxiang in these years has to some extentpromoted the development of local economy.In this dissertation, based on the reference of related research results at home and abroad, grasp offrontier knowledge in rural land system innovation, land circulation and transfer, especially deepthoughts on the land property reform and related theory and regulations in restriction factors, the authorworks on the field research, data analysis, and describes the current situation of land circulation andtransfer in his hometown and serial of restriction factors, and finally come to the conclusion ofproviding some feasible suggestions. The methods of improving rural land property system, cultivatingmarket subject to take part in rural land circulation and transfer, creating new mode of rural landcirculation and transfer, securing the channel of rural surplus labors effective and establishing andimproving rural social security system are recommended to be taken to improve land circulation andtransfer.
