The Study Of Organizing Performance Evaluation System Of Huangpu Customs

Government performance evaluation is widely applied in the government reform in western countries, aiming at controlling the budget, increasing the efficiency and improving the image. Many local governments and departments actively carry forward the performance evaluation, so do Huangpu Customs.This paper introduces the developing process of the performance evaluation of Huangpu Customs, studies the feasibility and necessity of it, and analyzes its existing problems such as stability, evaluation subject, the indicator-set up, evaluation standard and result.On the basis of concluding the work experience and its deficiency, the paper designs the government performance evaluation of Huangpu Customs by using the OPMSN (Organization Performance Model based on Synergetic Network), which conducts the evaluation from four dimensions:Customs service corresponds to the construction of political and performance air; workflow corresponds to the business building; allocation of resources corresponds to the form of conserving customs; learning and innovation correspond to the team building. Under every dimension, corresponding 2-level indicator and 3-level indicator are created. The division-level institutions of Huangpu Customs are evaluated in terms of its function and scale. And the evaluation grade is decided by the scores, leadership evaluation and "a veto".Studying the performance evaluation work of Huangpu Customs, this paper calls on improving the design of its work and provides the legal and systematic support. Analyzing the different values of different evaluation subjects, it suggests enlarging the participation in the government performance evaluation of the third party and citizens. With the help of practical work, the paper suggests improving the evaluation methods, setting the evaluation system in a scientific way, making better use of application of evaluation result. The author hopes it to act as the reference to fulfilling the duties of checking and updating the carders’management and team building.
