| Since informationization has been a tendency in the globe, electronic government ("E-government") has become an inevitable choice for enhancing national competitiveness. With the increase of the construction scale of the E-government and the capital invested, more and more attention has been paid to its efficiency. A series of researches has indicated that the E-government has features including large investment and high failure rates. China Customs is one of the earliest departments which were involved in the construction of the E-government. After 30 years of development, an application framework of the E-government has been formed, with the so-called core of "triple-electronic engineering" ("electronic Customs", "electronic port" and "electronic administration"). The E-government of the Customs includes various functions, such as business processing, administrative business, analysis and decision, and team development. It has realized data sharing with other government departments and interaction with the public, and is typical among E-government construction by Chinese electronic departments. In face of such a large system as the E-government of the Customs, how to evaluate it scientifically and reasonably, how to determine its performance and how to guide its construction become a complex and difficult issue.This paper reviewed the performance evaluation practice of the E-government in China and abroad by starting with some related concepts. In addition, the problems raised during the development of the performance evaluation of E-government were pointed out, based on the analysis of its current status and development conditions in Customs. The evaluation factors, process, objective, principle of index selection of E-government performance evaluation and its construction method were fully and systematically investigated in combination with the properties of the Customs. In this paper, the evaluation procedure was established by using direct affiliated Customs as the evaluation subject and the core system of E-government as the evaluation object. Some quantitative and qualitative methods such as Delphi method and Analytic Hierarchy Process (AHP) were also applied in order to establish a scientific, reasonable and feasible evaluation indices system for the Customs.In a word, an E-government evaluation system in appliance with the features of Customs has been constructed by thorough analysis, and the problems including who to conduct evaluation, what to evaluate and how to evaluate the performance of E-government were solved, so as to provide the theory and method support to the performance evaluation of E-government in the Customs. |
