Research On Performance Evaluation Index System Of Customs E - Government Application Project

The function of the government is to provide better services to the public. As a method, the purposes of the e-government are two folds:(1) To heighten the inter-government administrative efficiency through the way of informationization, in order to further heighten the operational efficiency of the government;(2) Through the way of informationization, providing more effective services to the public.After experiencing a series of development stages, construction of the e-government of China Customs gained dramatic progress. The administrative system, internal website, internet website, and the12360Customs Service Hotline have been gradually put into use, heightening the administrative efficiency of China Customs as well as the customs’capability of serving the public.However, in the reality, during the development process, construction of the e-government of China Customs encountered a series of problems. Those problems include various kinds of problems of different systems which occurred during the operational process. The emerging of those problems influenced the effect of the e-government project after it was put into use, lowering the customs’internal administrative efficiency as well as influencing the quality of serving the public of the customs.This study cites Beijing Customs as an example and introduces in details the background, performance of main applied e-government programs that include the customs administrative system, the internal website and internet website of Beijing Customs, and the12360Customs Service Hotline, etc., and main problems occurred after the above-mentioned programs were put into use, and analyzing the deep causes of the emerging of those problems one by one. Meanwhile, this study also introduces the existed strategic and structural problems in the aspect of constructing the e-government in China Customs.Through combining with his own working experiences, the author visited many departments within Beijing Customs as well as General Administration of China Customs, including the General Office, Technology Department, Law Department, Comprehensive Statistics Department, Technology Leading Group, General Office of China Customs, Information Center of China Customs, etc. The author adopted the way of face-to-face interviews and conducted comprehensive and deep communication with people in charge of the e-government affairs at the above-mentioned departments.Meanwhile, the author discussed e-government-related issues through emails with people in charge of the e-government affairs working at many affiliated customs all over China, including Tianjin Customs, Qingdao Customs, Shanghai Customs, Guangzhou Customs, etc. The author discussed with them in many aspects, including the historical background, development process, great events of the construction of e-government within the customs, as well as the problems occurred.Through comprehensive research as well as deep analysis and combining with different theories at home and abroad like the effects theory of the e-government, the author thinks that one of the main problems occurred during the construction of customs e-government system is that the application program of e-government lacks indispensable evaluation mechanism. The author focuses on the construction principles, specific targets and feasibility of constructing evaluation system for key e-government application programs. The author also explains how to construct a complete set of evaluation system for the existed e-government application programs of customs by combining with specific examples, and guide the construction direction of e-government application programs based on the above-mentioned explanations.
