A Study On The Performance Evaluation For The Customs Department

The performance evaluation is an important breach of government's reform, and is now attracting universal attention. The domestic and foreign theoreticians and those who practice it take it into key research as if by prior agreement. However, since the government departments have its own characteristics such as the nature of politics, publicity, complexity, etc., which causes a worldwide problem of the performance evaluation in the government. This thesis goes from analysis of the present situation of the customs'performance management, carries on the field diagnosis by taking the counter- smuggling work in Fuzhou Customs as the example, and proposes the corresponding ways of improving its performance.This thesis recalls the elementary theory of performance evaluation in the government and outlines the related situations of Fuzhou Customs and its counter- smuggling work. Through the field diagnosis analysis in the first half year of 2005, we discovered some main existing problems in the performance evaluation in the entire customs system such as: difficulty quantification of the achievement standard; the way of assessment is imperfect; lacks of perfect running system and theoretical instructions; little enthusiasm in participating the performance management. In this foundation we propose that the customs authority must set up the correct idea of performance management, and that the cooperation and communication among the customs departments should be emphasized. Through establishing a special assessment organization, we should further consummate the information system in the performance management, and construct a set of scientific system to promote the institutional construction of the customs performance management, thus unceasingly enhance the customs authority's performance management level.
