Research On Taxonomy Model Of Huangpu Customs

With the quick development of Chinese foreign trade and enterprises’higher requirement of safety and convenience of trade,the customs’supervision faces severe challenge.To resolve the dilemma between increase of workload and deficiency in human resources,after he accomplished the classification clearance of imports and exports which is arranged by General Administration of Customs,since2010,Huangpu Customs has introduced the reform on classfication management which extended the differential management of classification clearance to the other business of customs,such as taxation,onward processing, business management,investigation,etc The classfication management is effective:the speed of clearance is faster;the efficiency of inspection is improved;the pressure of customs officials is lower;the law-abiding enterprises have more convenience;it is beneficial to the development of local economy and enterprises and the expansion of foreign trade.This mode of classfication management is effective in customs’supervision,at the same time, the law-abiding enterprises have more convenience. It is the effective treatment which resolve the dilemma between the strict execution and the high-effieien operation,and the profitable attempt of risk management in customs.This paper uses the theory of risk management,through the research on Huangpu Customs’classfication management,with author’many years hands-on experience in Huangpu Customs,and analyses the current situation and problems in practicing classification management.It put forward proposals and line of thinking,which is expected to provide help and reference to the comprehensive popularization of classfication management.
