Human resource management is the core of modern enterprise managementconcept, and plays an important role in the future development of the enterprise. Asthe main body of the socialist market economy, state-owned enterprises need to payattention to the function of human resources. However, because of the limits ofownership of property, management system and management concept, humanresource management is still remained in the traditional personnel management level.The shortage of human resources development and improvement is difficult to adaptto the needs of the development of era. Flexible human resource management is basedon the theory of flexible management, which emphasis on the people-oriented andhumanity. It advocates that employee is the center and strict regulations is the basis,respecting employees’ dignity and the personality independence. Fully authorized toemployees by encouraging employees to work according to the enterprisedevelopment strategy and goal setting and personal goals, stimulate inner initiativeand creativity, make the staff to do more contribution for the enterprise, finallyrealizes the enterprise strategic objectives.Based on the theory of flexible human resource management, and take thesituation of human resource management for state-owned real estate companies as thereference, we must combine the actual situation of state-owned enterprises, so as tosummarize the suitable mode of flexible management for state-owned enterprisedevelopment through the method of questionnaire survey, empirical analysis etc., andfurther to indicate the reform direction of our company from training mechanism,enterprise culture, management communication, salary system aspects with adhere tothe system construction, which could also provide extensive reference for humanresource management in others state-owned enterprises.
