In any political activities, economic activities and other social activitiesHuman Resources Management plays a very significant role, especially afterChina joins the WTO, all kinds of regime, management mode of enterprises haveimpacted on our State-owned Enterprises. In the circumstance of entry into theWTO, the large and medium-sized State-owned Enterprises want to still standingwith the impact of the international first-class enterprise, to as the pillar positionof our national economy without any shaken, must establish a "people-oriented"management concept, to make the enterprise’s Human Resources Managementget all-round development, so as to promote the coordinated development ofenterprises between departments, and promote the sustainable development ofenterprises. Then they must make a breakthrough in the traditional way ofadministrative personnel management, to establish and consummate a new typeof Human Resource Management model with incentive and constraint mechanism.Experts and scholars’ research of Human Resources is also increasingly in-depth.Talent is becoming the core competitiveness of enterprises.Through studying the model of Human Resource Management of the othercountries, reading a lot of the literatures about the development of the humanresources, visiting and investigating the current situation of Human ResourceManagement of a large State-owned Enterprises in Baoding, and analyzing thepresent situation of their hiring, training, compensation system, as well as theperformance and so on Human Resources Management mode, So we have anin-depth understanding of the present situation to our country State-ownedenterprise Human Resources Management.On the basis of the theory and practice, a further analysis has been taken inthe subjective cause and objective cause of State-owned Enterprises HumanResource Management model, reveals the adaptation of the development and thefuture trend of the Human Resource Management system of state-ownedenterprises, and then points out the existing issues of Human ResourcesManagement in State-owned Enterprise and relevant influences for it’sdevelopment. In view of the issues, gives the countermeasures.
