Along with the social division of labor refinement, the more complex business environment, theincreasingly fierce market competition, the human resources of the growing importance appeared, themanagement function of human resources department evaluated. Human resources managementoutsourcing was predicted and developed in our country, more and more enterprises choose the humanresources management outsourcing.Human resources management outsourcing is advanced management concept,which is based onthe transaction cost theory of coarse, Adam Smith’s division of labor theory, David Ricardo ’s the theory ofcomparative advantage, and the development of human resources management outsourcing though time isshort, there has been no form a unified theory system, but the domestic and overseas scholars have putforward their own theories from the human resources management of the outsourcing of each Angle,,suchas about outsourcing reason, outsourcing trend, decision-making model and risk of study, etc.The main researching work of the paper is the following aspects:(1) Through research and analysis of the present of the state-owned enterprise human resourcesmanagement status and situation of human resource management outsourcing, and found that though thestate-owned enterprise is the earliest established economic organization in China, which is an importantguarantee of the national economy. But now state-owned enterprise human resources management level islow, which is serious influence the development of the enterprise. And the human resources managementoutsourcing can appropriate ease the problem, and at the same time, the state-owned enterprise of humanresources management outsourcing can also influence to promote human resources managementoutsourcing industry development by itself in the business world.(2) Combined with the particularity of the state-owned enterprise, and private enterprise carrieson the comparison, whether the outsourcing of state-owned enterprises SWOT analysis: state-ownedenterprise adequate fund, and the existing management has forced it to change the status quo, the power isvery large. But at the same time, the human resources management reform will lead to loss of partpersonnel vested interests and cause their discontent, this become reform obstacles. In addition, becausethe government subsidies is behind it, the reform of state-owned enterprises is not enough firm determination.(3) After comparing the research of domestic and abroad existing outsourcing decision model,puts forward the implementation outsourcing decision should be the key consideration of two dimensions:the rate of return and value. Value is to point to this job could involves to the enterprise the commercialconfidential information, rate of return is to point to work after the outsourcing of cost and income ratio.All of the human resources management activities are subdivided fully consider the two aspects candetermine which suitable for outsourcing, which should be enterprise on their own.(4) The research and analysis in the basis of previous work, the state-owned enterpriseimplementation of human resources management outsourcing of process each link put forward somematters needing attention or suggestions, such as changing ideas, to communicate, making detailed planand so on, these will be provides some references for the state-owned enterprises whether carry out andhow to carry out the human resources management outsourcing.
