The development of the state-owned architectural enterprise is seriously restricted by backwardness of the management system, and by urgent shortage of talents, and by running-off of management talents. Therefore, it is primarily necessary to set up the perfect and sufficient human resources management system, and to draw in, retain and inspire the talents, and to enhance the competitive abilities of the state-owned architectural enterprises.The paper studies the human resource management problem of the state-owned architectural enterprise based on the theories of strategic human resource management. The paper is first to summarize the applied fruits and the related theories of strategic human resource management; to make a analysis of the characteristics of architectural enterprises and the current situation and developing tendency of human resource management; to study the related factors and ways of coming into being of the core capacity of the state-owned architectural enterprises; and to put forward the construction of the management system of the strategic talents of the state-owned architectural enterprises.Finally, the paper, based on the specific example on the study of strategic talents management of the Anhui Construction Engineering Group, applies the study of the strategic talents management of the state-owned architectural enterprises into the concrete enterprises, and makes an inspiration and reference for the reform and development of the talents resource of the architectural enterprises.
